Job Description
Emirates International Facility Management LLC (EIFM) is looking for an experienced Safety Officer to join its operations in Dubai. This role plays a key part in maintaining safe, compliant work environments across active construction and fit-out sites, ensuring that health, safety, and environmental standards are consistently applied and monitored in line with UAE regulations and company policy.
The successful candidate will work closely with project teams, contractors, and consultants to identify hazards, enforce safety protocols, and support a culture of accountability on site. This is a hands-on role suited to someone who is confident engaging with workers at all levels and comfortable managing documentation, inspections, and incident reporting in parallel.
Ideal Candidate
The ideal candidate holds a diploma or bachelor’s degree in occupational health and safety, engineering, or a related discipline, along with a NEBOSH IGC certification. IOSH and First Aid certifications are an advantage. Candidates should bring at least four years of hands-on UAE experience in construction and fit-out safety, with solid working knowledge of local HSE regulations, permit systems, and emergency response procedures.
Strong communication skills are essential, as the role involves coordinating with project managers, engineers, and subcontractors while maintaining clear and accurate safety documentation. Familiarity with Dubai Municipality and Trakhees requirements is beneficial, as is a practical understanding of civil, MEP, and interior fit-out activities.

Responsibilities
• Implement and enforce HSE policies and procedures at project sites in compliance with UAE regulations and company standards.
• Conduct daily site inspections to identify unsafe conditions, unsafe acts, and potential hazards.
• Ensure compliance with:
* UAE labor law and HSE regulations
* Dubai Municipality requirements
* OSHA standards (where applicable)
* Client and consultant safety requirements
• Prepare and maintain HSE documentation including:
* Risk Assessments (RA)
* Method Statements (MS)
* Toolbox Talks (TBT)
* Permit to Work (PTW)
* Incident and accident reports
* Safety inspection reports
• Conduct safety inductions and toolbox talks for workers, subcontractors, and visitors.
• Monitor and ensure proper use of Personal Protective Equipment (PPE).
• Investigate accidents, incidents, and near misses, and prepare detailed reports with corrective and preventive actions.
• Monitor high-risk construction activities including:
* Working at height
* Hot works
* Excavation works
* Confined space works
* Lifting operations
* Electrical works
• Ensure firefighting equipment, first aid kits, emergency exits, and emergency procedures are properly maintained and accessible.
• Coordinate with project managers, engineers, supervisors, consultants, and subcontractors regarding HSE matters.
• Ensure proper housekeeping and safe storage of materials and equipment on site.
• Maintain records of:
* Safety training
* Equipment inspections
* Worker certifications
* Site safety audits
• Conduct regular safety audits and follow up on corrective actions.
• Support authority inspections and client HSE audits.
• Promote safety awareness and ensure all personnel follow safe working procedures.
• Stop unsafe work activities whenever serious safety violations are identified.
Requirements
• Strong knowledge of:
* UAE HSE regulations
* Construction safety procedures
* Risk assessments and permit systems
* Emergency response procedures
• Good understanding of civil, MEP, and interior fit-out construction activities.
• Proficient in:
* MS Office
* Safety reporting systems
• Strong communication and leadership skills.
• Ability to prepare safety reports and conduct training sessions.
• Ability to work under pressure and enforce safety standards effectively.
• Good problem-solving and observation skills.
QUALIFICATIONS:
• Diploma or bachelor’s degree in occupational health & safety, Engineering, or related field.
• Mandatory Certifications:
* NEBOSH IGC
* IOSH (preferred)
* First Aid Certification (preferred)
• Minimum 4 years of UAE experience as a Safety Officer in construction and fit out projects.
• Knowledge of Dubai Municipality, Trakhees, and other UAE authority safety requirements is preferred.
